PUBLIC AGENDA SESSION <br />MARCH 31, 2010 22 <br />Lieutenant Lanchsweerdt agreed if it's not covered in the matrix it gives the Chief flexibility, <br />but most offenses fall within the matrix. Mr. Bodnar added the Board is not bound by the <br />matrix minimum, and the Board still comes in when the offense requires more than five days <br />suspension. Mr. Bodnar asked the Chief if he,would like to receive feedback continents from <br />the Board members individually. Chief Boykins stated if they all meet together and come up <br />with a consensus, he would prefer that over individual comments. Mr. Bodnar stated that <br />setting policies cannot be done in the Executive Session; the Board should consider <br />discussing changes to the policy at the next Board of Safety Agenda Session. Lieutenant <br />Lanchsweerdt clarified the procedure on several offenses occurring at once. He noted the <br />maximum offense is looked at, and the other offenses are referred to as incidental.to the first <br />one. He stated this is the first policy that allows progression based on the number of offenses. <br />Repeated offenses can now lead to dismissal. Mr. Cottrell asked if there was a discipline <br />matrix for all other City employees with the exception of Fire and Police. Mr. Bodnar stated <br />he had distributed it previously. He added he would get all of the Board members copies <br />again today. Ms. Vasquez. Mr. BonDurant, and President Dempsey agreed this policy is a <br />good idea and is beneficial to the Chief. President Dempsey stated she likes that it gives the <br />officers better guidelines of what to expect also. Vasquez, Mem <br />Eddie Miller, Member <br />ATTEST: <br />'L'inda M :Martin, Clerk <br />EXECUTIVE SESSION <br />MARCH 31 2010 <br />The Board of Public Safety met in the Executive Session on Wednesday, March 31, 2010 at 8:52 <br />a.m. The meeting was held in the Mayor's Conference Room, 14`h Floor, County City Building, <br />South Bend, Indiana, for the purposes specified in I.C. 5- 14- 1.5 -6.1 (b) (2) (B) and (b) (6) (A). <br />President Juanita Dempsey and Board Members Patrick Cottrell, Bruce BonDurant, Laura Vasquez, <br />and Eddie Miller were present. Also present were Police Chief Darryl Boykins, Fire Chief Howard <br />Buchanon, and Board Attorney Thomas Bodnar. Board members did not discuss any subject matter <br />other than the subject matter as specified in the Public Notice. The meeting adjourned at 9:14 a.m. <br />
