vff o ?r.? . <br />:I PERSONNEL AND FINANCE COMMITTEE <br />AUGUST 9, 2010 <br />Tom LaFountain, Chairperson, Personnel and Finance Committee called the meeting to <br />order at 4:20 p.m. <br />Committee Members Present: Oliver Davis, David Varner, Karen White <br />Other Council Present: Derek Dieter, Ann Puzzello, Henry Davis, Tim Rouse, <br />Al "Buddy" Kirsits <br />Others Present: Gary Gilot, Gregg Zientara, Beth Leonard, Mayor Stephen Luecke, <br />Don Inks, Mikki Dobski, Jeff Parrott, Bob Mathia, Rita Kopala, <br />Kathleen Cekanski-Farrand <br />Agenda: Bill No. 40-10 - Appropriation <br />Bill No. 41-10 - Budget Transfers <br />Bill No. 44-10 Parking Permits <br />Bill No. 40-10 <br />This bill as explained by City Controller Gregg Zientara is a normal appropriation request <br />to supplement accounts that are short for one reason or another. Chairperson <br />LaFountain's committee was specifically asked to approve appropriations totaling <br />$1,152,000.00. The largest amounting to $600,000 would be used for additional concrete <br />work. The next largest item $500,000 was settled, liability claims. The most discussed <br />line item was the $38,000.00 appropriation for B & D consulting, who acts as the city's <br />lobbyist is Washington D.C. Both Councilmember Karen White and Henry Davis <br />questioned the measurable outcomes of the expenditure. Councilmember Henry Davis in <br />particular asked what the consultant accomplished for the city in the past and what was <br />now on the agenda? The Mayor promised to provide that detail by the 7:00 meeting, if <br />possible. <br />Before voting on this bill Chairperson LaFountain asked the Controller Gregg Zientara to <br />present Bill No. 41-10, a similarly reasoned bill before voting to recommend. <br />Bill No. 41-10 <br />The Controller briefly explained this was a bill that has a $0 net appropriation in that it <br />only involved transfers from one fund to another to cover routine cyclical shortfalls. <br />There was brief discussion before Chairperson LaFountain asked for disposition of both.
