Any flood zone that begins <br />with the letter A is subject to the one-percent annual chance flood. See "Regulatory <br />Flood". <br />(60) One-percent annual chance flood is the flood that has a one percent (I%) chance of <br />being equaled or exceeded in any given year. Any flood zone that begins with the <br />letter A is subject to the one-percent annual chance flood. See "Regulatory Flood". <br />(b 1) Participating camm~.rnity is any community that voluntarily elects to participate in the <br />NFIP by adopting and enforcing floodplain management regulations that are <br />consistent with the standards of the NFIP. <br />(62) Physical Map Revision (PMR) is an official republication of a community's FEMA <br />map to effect changes to base (1-percent annual chance} flood elevations, floodplain <br />boundary delineations, regulatory floodways, and plarumetric features. These <br />changes typically occur as a result of structural wanks or improvements, annexations <br />resulting in additional flood hazard areas, or correction to base flood elevations or <br />SFHAs. <br />(63} Past-FIRM construction means construction ar substantial improvement that started <br />on ar after the effective date of the initial FIRM of the community or after <br />December 31, 1974, whichever is later. <br />{64) Pre-FIRM construction means construction ar substantial improvement, which <br />started an ar before December 31, 1974, or before the effective date of the initial <br />FIRM of the community, whichever is later. <br />{65) Probation is a means of formally ratifying participating communities of violations <br />and def ciencies in the administration and enforcement of the local floodplain <br />managezxaent regulations. <br />(66) Public safety and nuisance, anything which is injurious to the safety or health of an <br />entire community, neighborhood ar any considerable n~.unber of persons, or <br />urlawfixlly obstructs the free passage ar use, in the customary manner, of any <br />navigable lake, or river, bay, stream, canal, ox basin. <br />(67) Recreational vehicle means a vehicle which is (1) built on a single chassis; (2) 400 <br />square feet or less when measured at the largest horizontal projections; (3} designed <br />to be self-propelled or permar~ertly towable by a light duty truck; and (4) designed <br />primarily not for use as a permanent dwelling, but as quarters for recreational <br />camping, travel, or seasonal use. <br />(6$) Regular program means the phase of the community's participation in the NFIP <br />where more comprehensive floodplain management requirements are imposed and <br />Page 19 of 31 <br />
