5 Criteria (per IC 36-7-4-603): <br />1. Comprehensive Plan: <br />Policy Plan: <br />Citv Plan South Bend Comprehensive Plan, November 2006 <br />Objective LU 2.1 Encourage developers to use planned unit and traditional neighborhood <br />development models to promote land use compatibility in future developments. <br />Objective H1: Ensure that an adequate supply of housing is available to meet the needs , <br />preferences, and financial capabilities of households now and in the future. <br />Land Use Plan: <br />The Future Land Use Map identifies this area as medium density residential. <br />2. Current conditions and character: <br />All properties within a 1,000 foot radius are zoned SF2 Single Family and Two Family District. <br />3. Most desirable use: <br />The most desirable use is a use which will be compatible with the surrounding residential area. <br />4. Conservation of property values: <br />Surrounding property values should not be negatively affected. <br />5. Responsible development and growth: <br />It is responsible growth and development to allow the conversion of an existing structure into a <br />use that is compatible with a mostly residential neighborhood. <br />Recommendation: <br />Based on information available prior to public hearing, the staff recommends that this petition be <br />sent to the Common Council with a favorable recommendation. <br />Analysis: <br />This rezoning will allow the adaptive reuse of a previously institutional building within awell- <br />established residential neighborhood. <br />First Unitarian Church, South Bend, Indiana <br />#2558-10 <br />Page 2 of 2 <br />
