(o) Phasing means clearing a parcel of land in distinct phases; with the stabilization of each <br />phase before clearing the next. <br />(p) Rain Event means any event where precipitation falls on the construction site. <br />(q) Sediment Control means any measure(s) that prevent eroded sediment from leaving the <br />site. <br />(r) Site means any parcel of land, or a contiguous combination thereof, where grading work <br />is performed as a single unified operation. <br />(s) Site Development Permit (SDP) means the permit issued by the municipality for which <br />the construction or alteration of ground improvements and structures for the control of <br />erosion, runoff, and grading. <br />(t) Stop Work Order means an order issued which requires that all construction activity on <br />a site be stopped. <br />Section 17-121. Permit Procedures and Requirements. <br />(a) Site Development Permits (SDP) <br />1. No person shall be granted a site development permit for land-disturbing activity <br />which would disturb, uncover, or clear 1 acre (43,560 square feet) or more without <br />the approval of an Erosion. and Sediment Control Plan by the City of South Bend's <br />Division of Engineering. <br />2. Site development permits are NOT required for the following activities: <br />a. Any emergency activity which is immediately necessary for the protection <br />of life, property, or natural resources. <br />b. Existing nursery or agricultural operations conducted as a permitted main <br />or accessory use. <br />(b) Application Requirements <br />1. Any land owner or operator desiring a permit for a land disturbance activity shall <br />submit to the City of South Bend Division of Engineering 3 copies of the permit <br />application of a form provided for that purpose. <br />2.
