5 Criteria (per IC 36-7-4-603): <br />1. Comprehensive Plan: <br />Policy Plan: <br />Goal 2: Encourage the economic development of the county and its municipalities. <br />Objective C: Develop quality business areas to meet the retail and service needs of the <br />planning area. <br />Policy xi: Highway-oriented business centers shall be located in outlying areas, at the <br />intersection of highways or at limited-access interchanges. <br />The proposed use complies with the Comprehensive Plan economic development policy. <br />Land Use Plan: <br />The petition area is not designated for any specific use by the Land Use Plan. <br />2. Current conditions and character: <br />Currently, the Blackthorn Industrial Park is a mix of "LI" Light Industrial and "O"Office zoning. <br />3. Most desirable use: <br />The most desirable use would be for a hoteUrestaurant that would serve guests that come and play <br />the Blackthorn Golf Course. <br />4. Conservation of property values: <br />Should this rezoning be approved, surrounding property values should not be negatively affected. <br />5. Responsible development and growth: <br />It is responsible development and growth to locate a mix of more intense commercial, industrial, <br />and office uses near two limited access highways (U.S. 31 By-Pass and Indiana Toll Road). <br />Recommendation: <br />Based on information available prior to the public hearing, the staff recommends that the petition <br />be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />This site has long been designated for a hotel as part of the overall Blackthorn development.
