One of the key objectives of the proposed <br />regulations is to proposenew regulations which are aimed to help curtail the theft of <br />aluminum, copper and related items. <br />The Council's Health and Public Safety Committee has had public hearings on the <br />proposed ordinance on: <br />Al "Buddy' Kirsits March 22, 2006 March 27, 2006 April 10, 2006 <br />At Large <br />Timothy A. Rouse with the next Health and Public Safety Committee meeting scheduled for Monday, <br />At Large Apri124, 2006 at 4:30 p.m., with the Common Council holding a public hearing on <br />this proposed ordinance on Apri127, 2006. <br />Karen L. White <br />At Large . We are pleased to attach a copy of Substitute Bill No. 12-06 which incorporates <br />many of the suggestions made to the original ordinance. In addition to the three (3) <br />Kathleen Cekanski-Farrand committee public hearings, the Council has had the opportunity to talk with operators <br />Council Attorney of such businesses, with concerned residents, and some Council Members have <br />visited the businesses to see first-hand their operations. Ongoing discussions with <br />Mark Roule of the St. Joseph County Prosecutor's Office, Catherine Toppel, <br />Executive of the Department of Code Enforcement, City Attorney Charles Leone, <br />Chief Assistant City Attorney Aladean DeRose and our Council Attorney have <br />resulted in modifications, with highlights of the Substitute Bill being as follows: <br />
