LUECKE, MAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />May 20, 2010 <br />Mrs. Ann Kolata, Senior Redevelopment Specialist <br />City of South Bend <br />Department of Community & Economic Development <br />227 West Jefferson Blvd., 12th Floor <br />South Bend, IN 46601 <br />NECEIVED <br />M4Y 2 1 1010 <br />RE: Eligibility Evaluation for a Cleanup Application for Former Studebaker Stamping <br />Plant Property - St. Joseph County, Indiana Property Tax ID Number 18- 8021- 084901 <br />(the Site) <br />Dear Mrs. Kolata: <br />I have reviewed a South Bend Cleanup Revolving Lon Fund (RLF) Preliminary <br />Application prepared by the City of South Bend Redevelopment Commission (the <br />Redevelopment Commission) for the Site. The Site previously housed the Studebaker <br />Stamping Plant which was demolished by the Redevelopment Commission in 2006 and <br />2007. The RLF has been awarded to the City of South Bend (the City) by the U.S. EPA <br />for the purpose of assisting with the cost of environmental cleanups and is administered <br />by the South Bend Board of Public Works. Furthermore, the funds applied for by the <br />Redevelopment Commission have been awarded to the City pursuant to the United States <br />American Recovery and Reinvestment Act (ARRA) grant program awarded to certain <br />eligible entities by the U.S. EPA. As part of my review I have also reviewed a phase I <br />Environmental Site Assessment (Phase I ESA) prepared by Hull and Associates, inc. for <br />the Site in January 2001. This Phase I ESA complies with ASTM Standard E 1527 -05, <br />which specifies All appropriate Inquiry (AAI) procedures. <br />Following completion of the Phase I ESA, Hull and Associates Inc. conducted an Initial <br />Phase II ESA. Several chemicals of concern (COCs) were identified in soils at <br />concentrations that need to be addressed. These include volatile organic compounds <br />(VOCs), semi - volatile organic compounds (SVOCs), total petroleum hydrocarbons <br />(TPH) and metals. <br />I understand that the Site was formerly operated as a stamping plant by the Studebaker <br />Motor Corporation until December 1963. It was subsequently sold to Allied Products <br />who operated the plant for several decades before selling the business to another <br />Department of Public Works <br />Engineering <br />Water Works <br />Central Services <br />Streets <br />Environmental Services <br />Gary A.
