Festival 3:00 p.m. Colfax, Jefferson, Eddy, <br /> and Woodward Court <br />FAVORABLE RECOMMENDATION -PETITION TO VACATE THE WEST HALF OF THE <br />FIRST EASTIWEST ALLEY SOUTH OF NAPOLEON BETWEEN DUEY & THE FIRST <br />NORTH/SOUTH ALLEY <br />Mr. Gilot indicated that Mr. Greg Hakanen on behalf of the University of Notre Dame, 910 <br />Planner Hall, Notre Dame, Indiana 46556, with assistance from Danch Harper & Associates, <br />1643 Commerce Drive, South Bend, Indiana 4662$, has submitted a request to vacate the above <br />referred to alley. Mr. Gilot advised the Board is in receipt of favorable recommendations <br />concerning this Vacation Petition from the Area Plan Commission, Police Department, Fire <br />Department, Solid Waste, Community & Economic Development and Engineering. Area Plan <br />stated the vacation would not hinder the growth or orderly development of the unit or <br />neighborhood in which it is located or to which it is contiguous. The vacation would not snake <br />access to the lands of the aggrieved person by means of public way difficult or inconvenient. <br />The vacation would not hinder the public's access to a church, school or other public building or <br />place. The vacation would not hinder the use of a public right-of--way by the neighborhood in <br />which it is located or to which it is contiguous. Mr. Phillip Griffin, NIPSCO, stated that there is <br />an active gas line in the alley. The gas line feeds the South Bend Public Housing complex east of <br />the alley. NIPSCO needs to maintain access to the 2-inch steel gas main for maintenance <br />purpases and states no structure can be built on top of the gas line. Therefore, Mr. Inks made a <br />motion that the Board approves the vacation subject to utility easements. Mr. Gilot seconded the <br />motion which carried. <br />APPROVEIDENY TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the following traffic <br />control device was denied: <br />DENIED: Handicapped Accessible Parking Space Sign <br />LOCATION: 313 East Oakside Street <br />REMARKS: Garage Access Available <br />Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the following traffic <br />control devices were approved: <br />NEW INSTALLATION: Handicapped Accessible Parking Space Sign <br />LOCATIONS: (1} 741 South Falcon Street <br />{2} 1045 North Diamond Avenue <br />REMARKS: All criteria has been met <br />NEW INSTALLATION: Two Hour Parking from 6:00 a.m. to b:00 p.m. <br />LOCATION: East Side of Portage Avenue from McCartney Street to <br />Queen Street <br />NEW INSTALLATION: No Parking <br />LOCATIONS: (1}South Side of Jackson Road from Fellows Street to <br />Miami Road <br />(2) South Side of Johnson Road ~-Fellows Street to Miami <br />Road <br />REMARKS: All criteria has been met <br />NEW INSTALLATION: No Parking <br />LOCATION: Both Sides of E.
