REGULAR MEETING JUNE 2, 2010 45 <br />years of service with the South Bend Police Department. Upon a motion made by Mr. Miller, <br />seconded by Ms. Vasquez and carried, the recommended promotions were approved. <br />APPROVE PERMANENT PROMOTION — ANTHONY ROSS <br />In a letter to the Board, Chief Boykins recommended that Corporal Anthony Ross be promoted <br />permanently to the rank of Sergeant effective June 10, 2010. Chief Boykins stated in his letter that <br />Corporal Ross was placed in a special assignment as a Sergeant in the Uniform Division, 3rd Detail, <br />on June 10, 2009. His supervisor, Captain Jeff Rynearson, made an evaluation of the progress of <br />Corporal Ross, and recommended permanent promotion based on his progress. Upon a motion made <br />by Mr. Miller, seconded by Ms. Vasquez and carried, the recommended permanent promotion was <br />approved. <br />FIRE DEPARTMENT <br />APPROVE PROMOTION LIST <br />- Grant Baker - Jared Pearish <br />- Jason Kratzer - Joshua Richhart <br />- Shawn Kuminecz - Brandon Roark <br />- Jason Mappes - Joshua Schoenthaler <br />- Anthony Marvel - Troy Williamson <br />In a letter to the Board, Chief Buchanon recommended the above listed individuals be approved for <br />the list of candidates eligible for promotion from the rank of Firefighter I" Class to the rank of <br />Engineer, effective May 24, 2010. Chief Buchanon noted that the list is in compliance with the 1994 <br />Salary Ordinance which states that the rank of Engineer is a promotable rank. Upon a motion made <br />by Mr. Cottrell, seconded by Ms. Vasquez and carried, the above list of candidates eligible for <br />promotion to Engineer was accepted and approved. <br />ADOPT RESOLUTION NO. 35 -2010 — COMMENDATION FOR PUMP ENGINEER JOHN <br />JENNINGS <br />The Board of Safety recognized Pump Engineer John Jennings for life - saving procedures he applied <br />while off -duty, that saved the life of a man at Elbel Golf Course. The Board noted that it was due to <br />the quick response, dedication, and professionalism on the part of Pump Engineer Jennings that the <br />man's heart rhythm was restored. Chief Buchanon applauded his actions and modesty about them. <br />He noted that Engineer Jennings is a nineteen year veteran of the Fire Department, and j ust happened <br />to be in the right place at the right time, and responded correctly to the situation. Upon a motion by <br />Mr. Cottrell, seconded by Ms. Vasquez and carried, the following Resolution was approved by the <br />Board of Public Safety: <br />RESOLUTION NO. 35-2010 <br />COMMENDATION FOR PUMP ENGINEER JOHN JENNINGS <br />WHEREAS, the Board of Public Safety wishes to issue commendations to individuals <br />that perform meritorious service on behalf of the citizens of this community, and; <br />WHEREAS, such service shall be recognized by the Board of Public Safety and appropriate <br />commendation shall be presented to the individuals performing said meritorious service; <br />NOW, THEREFORE, BE IT RESOLVED, that commendation be given to: <br />Pump Engineer John Jennings <br />On April 14, 2010 at approximately 4:30 PM, Pump Engineer John Jennings had just finished <br />a round of golf while off-duty at Elbel Golf Course. An individual entered the club house, grabbed <br />the AED out of the cabinet on the wall, and asked if anyone knew how to use it. Jennings asked <br />what was going on and was told that someone had just gone down on #11 tee box; he identified <br />himself as a South Bend Firefighter and accompanied the man to #I I on a golf cart. <br />As they arrived at the tee, a man was performing chest compressions and another doing <br />
