underserved. A grocery retailer profile report can also be prepared as part of the additional
study.
~ Work item 2 -The second element is to complete a Grocery Store Saturation Study.
Upon conclusion of the study, it will be determined if specific site analysis should be
completed.
3. Scout program
When the City completed the first Buxton project in 2006, all information was delivered in a
binder in a paper format. Later in 2006, information Buxton started to shift to a .pdf format
so that the data packages were more manageable and could be more easily shared with
prospective clients. Over the last several years, Buxton has developed a web based
interface for data management called Scout. Scout is not only a tool for the city to manage
the Buxton data, but through specialized access protocols, Scout could be shared with
interested commercial prospects as well as existing businesses in the city. Because Scout
is a GIS-interface program, information about City owned properties, TIF areas, project area
work plans or incentives, or a variety of other business assistance work product could be
managed from this toolset. The Scout upgrade would be done as part of the refresh from
this project. A yearly maintenance fee of $12,000.00 ($1,000/year) is required to maintain
this service if it is deemed useful and necessary.
~ Work item 3 -The third element is to work with Buxton on the integration of alf data and
local relevant data sets into the Scout program
Proposal Budget
The proposal budget, found on page 26 of the proposal, is broken out as follows:
1. CommunitylD Refresh - $10,000
New CommunitylD Site - $30,000 (LaSalle Square site)
2. Grocery Store Saturation Study - $5,000
Alternate 1: Match Grocery Stores to Selected Sites - $3,000/site
Alternate 1A: Marketing packages for individual grocers - $1,500/package
3. Scout - $0 (part of refresh price)
Total Proposal Amount: $45,000.00
Staff would fund this work through a combination of SBCDA and AEDA funds based on a
assignable work. Staff would also request the ability to do up to three Grocery Store site
selections (Alternate 1) depending on the findings of the saturation study.
Staff would request a total not to exceed budget of $54,000. Staff humbly requests
Commission approval.
