REGULAR MEETING APRIL 26, 2010 <br /> <br /> <br /> <br />PUBLIC HEARINGS <br /> <br /> <br />BILL NO. 20-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA APPROPRIATING THE SUM <br /> OF $71,000.00 FROM COLLEGE FOOTBALL <br /> HALL OF FAME CAPITAL FUND (#677) FOR <br /> THE HALL OF FAME BUILDING’S REPAIRS, <br /> MAINTENANCE, OR CAPITAL <br /> REPLACEMENT <br /> <br />Councilmember Puzzello, Chairperson, PARCS Committee reported that this committee <br />met this afternoon on this bill and voted to send it to the full Council with a favorable <br />recommendation. <br /> <br />th <br />Mayor Stephen Luecke, 14 Floor County-City Building, 227 W. Jefferson Blvd., South <br />Bend, Indiana, made the presentation for this bill. <br /> <br />Mayor Luecke advised that the Council approved and adopted the 2010 budget for City <br />operations, no funding was included for repairs, maintenance or capital replacement of <br />City assets in the College Football Hall of Fame building. This was the result of a joint <br />recommendation between the Council and City due to the fact that the National Football <br />Foundation had recently announced its termination of the agreement between South Bend <br />and the Hall of Fame with an expiration date of December 31, 2010. Recently, the City <br />Engineering Department has determined that repairs and expenditures of a capital nature <br />are necessary to maintain certain mechanical components of the Hall of Fame facility in <br />good working order. He stated that the city is responsible for these costs per the <br />definitions within the Second Interim Agreement between the City of South Bend and the <br />National Football Foundation dated July 21, 2006. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Oliver Davis <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br /> <br />BILL NO. 21-10 PUBLIC HEARING OF A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA APPROPRIATING $353,437.00 <br /> FROM THE PARKS AND RECREATION FUND <br /> (#201) TO EMPLOY SEASONAL LABORERS <br /> <br />Councilmember Puzzello, Chairperson, PARCS Committee reported that this committee <br />met this afternoon on this bill and voted to send it to the full Council with a favorable <br />recommendation. <br /> <br />Phil St. Clair, Director, Park Department, 321 Walter Street, South Bend, Indiana, made <br />the presentation on this bill. <br /> <br />Mr. St. Clair advised that South Bend has been awarded a Community Service Block <br />Grant from the American Recovery and Reinvestment Act of 2009. The application <br />requested “funds to employ forty (40) seasonal laborers for the Parks and Recreation <br />Department and the Public Works Department of the City of South Bend. The purpose of <br />the grand funds was to help South Bend achieve its non-housing revitalization goals <br />including neighborhood clean-up, mowing vacant lots and yards of abandoned houses, <br />boarding up abandoned houses, removing graffiti from public and private property, <br />watering trees and landscaping areas, providing custodial services for public facilities, <br /> 2 <br /> <br />
