South Bend Redevelopment Commission
Regular Meeting –April 23, 2010

6. NEW BUSINESS

A. South Bend Central Development Area

(6) continued…

Agreement with Resolution No. 2672 is
related to the previous one. He noted that the
Michigan Street S-Curve is a misnomer. The
original development agreement anticipated
the S-Curve being removed and replacing the
street grid. The proposal before the
Commission today is for making a number of
improvements instead: widening of streets,
putting in turning lanes, streetscape
improvements, and curb and sidewalk
improvements. The Agreement is for the
engineering portion, to provide an estimate,
construction drawings, and construction
supervision for the project. When the project
is bid it will come back to the Commission
again for consideration.

Mr. Downes asked if removal of the S-Curve
is no longer being considered. Mr. Inks
responded that once costs are known for
these improvements, the Development
Agreement will be revised. The life of the
Downtown Medical Services District, when
it was established, was fifteen years. We are
well into the mid-term of the TIF area.
These improvements will come close to
exhausting the TIF resources that will be
generated by that area.

Mr. Downes asked about the estimated costs
for this project. Mr. Inks responded that the
garage is estimated to cost approximately
$700,000. The other improvements were
preliminarily estimated at $3,500,000.

Mr. Downes asked if staff expects there to be
17
