South Bend Redevelopment Commission <br />Regular Meeting –April 9, 2010 <br /> <br />a couple of weeks ago was that the reason <br />they didn’t work was they were full of silt. <br />There are some basic things we need to do to <br />clean them up anyway. As part of the larger <br />project, we would rebuild the interior pond <br />and it would be built to be maintainable and <br />to be more of an asset. It will still be a hole. <br />It won’t be a pond with a fountain in it. But <br />it will be a maintainable hole. <br /> <br />Ms. King asked the difference between the <br />capacity of the pond that we would be <br />closing and the one to be constructed. Mr. <br />Schalliol responded that the new pond will be <br />deeper and wider. He didn’t know the exact <br />difference in volume. Staff is still working <br />on the design. To make this pond a feasible <br />pond for this network would require all three <br />properties. Originally staff looked at <br />acquiring the Gray property, but its elevation <br />is higher and wouldn’t benefit the drainage of <br />the pond. <br /> <br />In 2003 the city did buy a property just off <br />the bypass on the south side of Widener <br />Lane. It bought that property with the <br />intention of using it for drainage from the <br />bypass, but the route of the bypass was <br />changed. That property doesn’t drain well. <br />Also, we had to put a large utility pole in the <br />middle of it to serve the mall. <br /> <br />Ms. King asked if we might just maintain the <br />two ponds we have and make them more <br />effective. Mr. Schalliol responded that we <br />would still need more drainage. Even if we <br />sloped them properly and cleaned out the <br />bottom. <br /> <br />Mr. Downes said he heard mention of work <br />to the bypass, or expansion and asked what <br />that was about.
