South Bend Redevelopment Commission
Regular Meeting –April 9, 2010

depth needed for adequate drainage. New,
larger ponds would allow the proper sloping
for good drainage. This project does call for
reshaping the interior, middle pond.

When we first started looking at the pond
project, we had a lot of input from Menards,
Martins, etc. When we were looking at
putting the ponds on the golf course, we had
to take the ponds out. There are ten pipes
that come into the eastern edge of the
existing pond. We would have had to put a
whole new pipe system in, so High Street
would have been closed for a long time while
that was done. Just to get the water over to
the golf course. There had been contact with
adjacent businesses over the years as we
looked at the initial design, because they
wouldn’t have had Ireland Road access for a
period of time.

This project, as designed, wouldn’t require
tearing out the street, only some basic
maintenance on the pipes. Communication
with them has not been necessary.

Mr. Downes asked what’s been the major
cause of the deterioration of the existing
ponds. Mr. Schalliol responded there has
been forty years of neglect. Before the
improvements to the Ireland/Miami
intersection, all the rain water there had been
going into the combined sewers. That rain
water now goes into the ponds and further
taxes them.

Mr. Downes asked what happened a year ago
to break down negotiations with the Brady
family. Mr. Schalliol responded that when
staff originally started looking at this project,
we looked at a way to take out both ponds
and build two new ponds where the two
34
