.i• <br />~~' ~,/ <br />`f~- ZONING & ANNEXATION COMMITTEE <br />March 22, 2010 <br />The March 22, 2010 meeting of the Zoning and Annexation Committee of the South Bend <br />Common Council was called to order by its Chairperson Council Member AI "Buddy" Kirsits at <br />5:07 p.m., in the Informal Meeting Room, 4th Floor County-City Building, 227 W. Jefferson Blvd., <br />South Bend, Indiana <br />Committee Members Present: Tom LaFountain, Oliver Davis, David Varner <br />Other Council Present: Derek Dieter, Henry Davis, Ann Puzzello, Karen White, <br />Tim Rouse <br />Others Present: Gerald Phipps, Troyer Group; Christa Nayder, Area Plan <br />Agenda: Bill No. 01-10 -Rezone Kroc Center <br />AI "Buddy" Kirsits, Chairperson, Zoning and Annexation Committee Chair allowed Christa Nayder, <br />Staff Member, Area Plan Commission to detail the proposed rezoning of the property where the <br />Kroc Center will be located and a parcel for parking across Western Avenue to the north. The <br />zoning requested and subsequently favorably recommend after a hearing is for a Planned Unit <br />Development {PUD). This designation is said to allow the City, therefore the Council, more <br />control over how the PUD area is developed. <br />Following the APC recounting of their judgment Chairperson Kirsits recognized Gerald Phipps of <br />the Troyer Group, an architectural, engineering firm representing the Salvation Army. Following <br />his brief development outline the Council asked questions regarding a wide range of socio- <br />economicdevelopment issues. While there was general agreement that these issues needed to <br />be addressed Chairperson Kirsits ultimately, limited the hearing focus to appropriate land use, a <br />very narrow focus. <br />In that light Councilmember Oliver Davis moved for favorable recommendation to full Council. <br />Councilmember LaFountain seconded and all but Henry Davis affirmed. <br />There being no further business to come before the Committee at this time, Chairperson AI <br />"Buddy" Kirsits adjourned the meeting at 5:38 p.m. <br />Respectfully Submitted, <br />_~ ~~ <br />COQ <br />AI "Buddy" Kirsits, Chairperson <br />Zoning and Annexation Committee <br />
