Attachment A <br />These jobs will not only employ low-income residents, but they will provide services to the low- <br />and moderate-income neighborhoods of the City of South Bend most in need. <br />The City will use the grant funds for employment and projects citywide but with a focus on <br />public or abandoned private properties in distressed neighborhoods. According to data from the <br />2000 Census, the latest comprehensive data available, the City had <br />A median household income of $32,439 (compared to $40,420 for St. Joseph Count) as a whole) <br />53.0% of its population classified as low or moderate income <br />16.7% of its population is below the poverty level <br />A population that is 66.1 % White, 24.6% Black/African American, and 8.5% Hispanic <br />One focus of the neighborhood clean-up and maintenance activities will be the neighborhoods <br />surrounding the Charles Black Recreation Center and the Martin Luther King, Jr. Recreation <br />Center. The grant will also provide support for programs offered at these locations. <br />Both the Charles Black and the Martin Luther King, Jr. Community Centers function as <br />recreational, leisure and social anchors to their conununities. <br />The Charles Black Recreation Center falls in Census Tract 23. According to 2000 Census <br />figures, this census h~act had <br />A median household income of $20,262 <br />71.1% of its population classified as low or moderate income <br />31.7% of its population is below the poverty level <br />A population that is 79.1 % Black/African American, 12.4% Hispanic, and 9.8% White <br />The Martin Luther King, Jr. Recreation Center falls in Census Tract 21. According to 2000 <br />Census figures, tlvs census tract had <br />A median household income of $21,250 <br />70.0% of its population classified as low or moderate income <br />34.4% of its population is below the poverty level <br />A population that is 75.0% B1acklAfrican American, 17.7% White, and 7.0% Hispanic <br />According to HUD data, Census Tract 2l has one of the nation's highest levels of foreclosed ar~d <br />vacant houses. Census Tract also suffers from some of the City's highest concentrations of <br />vacant lots, vacant buildings, and foreclosed properties. <br />The grant will supplement other efforts to improve the City's neighborhoods.
