ORDINANCE NO. AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING $353,437.00 FROM THE PARKS AND RECREATION FUND (#201) TO EMPLOY SEASONAL LABORERS STATEMENT OF PURPOSE AND INTENT The City of South Bend has been awarded a Community Service Block Grant from the American Recovery and Reinvestment Act of 2009. Use of this grant money to (1) address the needs of the neighborhood's physical environment and (2) provide vital programs to the community's children is in the best interest of South Bend. This appropriation of grant funds will employ approximately 40 seasonal laborers for the Parks and kecreation Department and the Public Works Department of the City of South Bend. These laborers will perform jobs that will help achieve non-housing revitalization goals of South Bend's poorest neighborhoods, including neighborhood clean-up, mowing vacant lots and yards of abandoned houses, boarding up abandoned houses, removing graffiti from public and private property, watering trees and landscaping areas, providing custodial services for public facilities, creating arts, crafts, and cultural programming through the South Bend Park system, and providing inentoring, educational support, and life skills in a safe environment for youth in distressed neighborhoods after school hours. NO`N, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA as follows: SECTION I. The sum of $353,437.00 is hereby appropriated from and set aside within Parks and Recreation Fund (#201) for the purpose of employing approximately 40 seasonal laborers for the Parks and Recreation Department and for the Public Works Department of the City of South Bend. SECTION II. This Ordinance shall be in full force and effect from and after its passage by the Common Council, and approval by the Mayor.
