Area <br />Date: April 19, 2010 <br />Attached for the Redevelopment Commission's consideration is proposed Revised Confirming <br />Resolution 2667 which would amend the South Side Development Area Plan and add four (4) <br />parcels to the acquisition list. The properties are part of the site area proposed for the Erskine <br />Plaza Drainage Pond Project. <br />After the Commission meeting on April 91h, City staff met to discuss the options related to this <br />project. As we have studied many different directions to push and pull the water all over the south <br />side area, we determined that the most cost effective solution was to rebuild the existing pond <br />network, upgrade some of the piping systems connecting the water into the ponds, and provide for <br />more efficient and best practice methods for pond design. As part of a new design exercise on the <br />existing ponds, we will examine the cost benefit/return on investment of creating a development pad <br />on the eastern end of the Miami Avenue pond. <br />As we have revised the land area need assessment for this project, I am revising the resolution to <br />remove two parcels, 722 and 736 Hawbaker, from the exhibit that supports the resolution. I would <br />ask the Commission to add 748 Hawbaker to the list as the parcel is adjacent to High Street and <br />could be used as a pathway for underground pipe connections to facilitate a better drainage network <br />for this area. It is not anticipated that any drainage feature would be developed on this site, and if it <br />was necessary, would only be done with the full coordination of the adjacent residential and <br />commercial neighborhood. <br />The process to add these properties to the acquisition list began when the South Bend <br />Redevelopment Commission (RDC) conducted a study and determined that it is necessary and <br />beneficial to the orderly redevelopment of the South Side Development Area (SSDA) to add various <br />parcels to the SSDA Acquisition List to further the development efforts on the south side. The <br />declaratory resolution of the RDC (Res. 2658 approved March 5, 2010) was sent to the St. Joseph <br />County Area Plan Commission (APC) (Res 209 -10 approved March 16, 2010) for an order <br />approving the RDC's action. The APC's resolution was approved by the South Bend City Common <br />Council (Res. 10 -17 approved March 22, 2010) for an order approving the RDC's and APC's action. <br />The process now returns to the RDC for a confirming resolution and public hearing. <br />Staff asks the Redevelopment Commission for favorable approval of Revised Confirming Resolution <br />2667. <br />What We Do Today Makes A Difference! <br />
