South Bend Redevelopment Commission Regular Meeting –April 9, 2010 Judy, was informed that the City would employ two appraisers to determine the value of their property. While the City may view this as a service to its residents, the later may view it as self serving. The Keszeis are concerned that if they can’t change the City’s plan they will be forced to accept whatever the City’s hired appraisers say the property is worth, where it should be valued at its best and available use such as for selling to a commercial organization. They are concerned that the City has a vested interest in keeping the amount low. It appears that the City will incur the cost of conversion by itself. It doesn’t appear that the Village plaza owners and development properties, likely the biggest cause of the water runoff, will likely benefit from the conversion the most. We have to make monetary contribution to the conversion effort, sacrificing private property for community need doesn’t need to be done lightly. The causes necessitate the need for change should be identified. Government entities and property owners responsible for those should be held accountable. The Keszeis and any private property owners should be left to simply conclude that their private property is subject to be converted for the benefit of other private property owners.
