South Bend Redevelopment Commission Regular Meeting –April 9, 2010 property changing. Although none knows for certain how this would play out we feel that our value would decrease based on having these ponds directly across from us. We are also dealing with our bank about flood insurance issues. Depending on how this plays out and how it gets zoned our bank has let us know that flood insurance may be required for us. We did check with our insurance agent and this would cost us to the point that we would no longer be able to afford our home. We are also concerned about what this could do to our tax rate. This is something I’ve not yet looked into, however, it is just a concern of ours that taxes could possibly go up with the new development of the area. The third concern that we have is crime and loitering. We already have a small problem with crime in the area. The bank has a situation that it gets robbed frequently, and there have been some other robberies in the area. We feel that taking away these houses is just going to create more places for criminals to seek cover in and hide out. We also have a problem with the homeless in the area. They often sleep in the cemetery, and the cemetery is located directly behind us. This is going to draw more of that type of thing because we are going to have another area that is not residential, but just kind of…area. The fourth concern that we have is the upkeep of the new pond area. The amount of trash that comes down Hawbaker from the parking lot is just unbelievable, a large amount. We are constantly picking up wrappers, plastic bags, bank receipts, McDonald’s cups, etc. As of now, we have everyone working together to try to keep our street clean. A big fear is once these houses are gone there is going to be no one to pick 14
