Additionally, the RDC is seeking to recon~rln the legal description for the AEDA. The <br />declaratory resolution of the R7~C was sent to the St. Joseph County Area flan Commission <br />{APC) for an order approving the RDC's action. The APC's resolution is now submitted to the <br />South Bend City Common Council for its approval. <br />These parcels are in four specific target areas within the AEDA. The areas are targeted to <br />en.halxce the surrounding businesses and neighborhoods, and in one instance, to partner with an <br />educational faci.ity to further their expansion needs in light of large increases in enrollment. <br />Area ~ : gr~i~i~n Paris ~3I~t <br />"l~he entire area norkh of lndiatza Avenue, between `ranklin on the east and Prairie on the <br />west, was idet~tif ed as "weak residential" in the 1995 Rum Village Neighborhood Action <br />Plan, and as t'ar back as 19"71, as the logical southern boundary of the Studebaker Corridor <br />redevelopment area. ~l~his area is plagued by vacant fats; empty housing, and substandard <br />coanmercial and rental uaaits. Staff in the past met twice with the Rum Village <br />Neighborhood Association, which strongly supports the redevelopment of this area. <br />This study area encompasses the west side of Taylor Street as its eastern boundary and <br />Prairie Avenue as the western boundary.
