The ordinance is being proposed to comply with state Jo M.Broden law to award capital improvement contracts to the"lowest responsive and Fourth District responsible" bidder. This ordinance reflects the factors the City will consider in determining whether a bidder is a responsive bidder in submitting a bid. Fifth District David Varner The ordinance also establishes factors the City will consider in determining if Fif a bidder is a"responsible"bidder. Oliver Davis Sixth District This ordinance reflects the City's experience in factors it has determined to meet minimum requirements to be a"responsive and responsible"bidder. Gavin Ferlic The goal is to assure the efficient use of taxpayer dollars and to promote At Large public safety. The ordinance will also ensure that no contractor or John Voorde subcontract working on Public Works projects will engage in payroll fraud, At Large tax fraud, including the misclassification of employees as independent contractors to avoid paying state, federal or local payroll taxes, workers' Karen White compensation insurance, unemployment insurance premiums and failing to At Large pay overtime and wages as required by law. Please schedule this for first reading on March 26, 2018 with public hearing, second and third readings on April 9, 2018.
