The ordinance is being proposed to comply with state <br /> Jo M.Broden law to award capital improvement contracts to the"lowest responsive and <br /> Fourth District responsible" bidder. This ordinance reflects the factors the City will consider <br /> in determining whether a bidder is a responsive bidder in submitting a bid. <br /> Fifth District David Varner The ordinance also establishes factors the City will consider in determining if <br /> Fif a bidder is a"responsible"bidder. <br /> Oliver Davis <br /> Sixth District This ordinance reflects the City's experience in factors it has determined to <br /> meet minimum requirements to be a"responsive and responsible"bidder. <br /> Gavin Ferlic The goal is to assure the efficient use of taxpayer dollars and to promote <br /> At Large public safety. The ordinance will also ensure that no contractor or <br /> John Voorde subcontract working on Public Works projects will engage in payroll fraud, <br /> At Large tax fraud, including the misclassification of employees as independent <br /> contractors to avoid paying state, federal or local payroll taxes, workers' <br /> Karen White compensation insurance, unemployment insurance premiums and failing to <br /> At Large pay overtime and wages as required by law. <br /> Please schedule this for first reading on March 26, 2018 with public hearing, <br /> second and third readings on April 9, 2018. <br />
