South Bend Redevelopment Commission <br />Regular Meeting –March 5, 2010 <br /> <br />6. NEW BUSINESS <br /> <br />D. Airport Economic Development Area <br /> <br />(3) continued… <br /> <br />unemployment rate in our great city. The <br />sector Project Impact serves has the greatest <br />unemployment rate in the city of South Bend. <br />The RZ designation will position South Bend <br />and, I believe specifically our TIF districts to <br />benefit from the RZ designation. I do believe <br />that the South Bend Redevelopment <br />Commission will see an increase in the <br />revenue from this initiative. It seems <br />ethically appropriate to prioritize <br />unemployment issues based on the <br />declaration. Don Inks can share the details of <br />12-10, but I believe the statement of purpose <br />below points to allowing positive and <br />proactive tax exempt bond activity to benefit <br />all our citizens. <br /> <br />(a) STATEMENT OF PURPOSES. <br /> <br />The purposes of this Act include the <br />following: <br />(1) To preserve and create jobs and promote <br />economic recovery. <br />(2) To assist those most impacted by the <br />recession. <br />(3) To provide investments needed to <br />increase economic efficiency by spurring <br />technological advances in science and health. <br />(4) To invest in transportation, <br />environmental protection, and other <br />infrastructure that will provide long-term <br />economic benefits. <br />(5) To stabilize state and local government <br />budgets, in order to minimize and avoid <br />reductions in essential services and <br />counterproductive state and local tax <br />increases. <br /> 54 <br /> <br />
