DERosE <br />n a- <br />Ci .A op,NEY March 15, 2010 Carr .r- AssisTAN -r GTYM-roRNrEY <br />Mr. Derek Dieter, President <br />South Bend Common Council <br />4 1 Floor County -City Building <br />South Bend, IN 46601 <br />RE: Proposed Addition of various parcels to the Airport Economic <br />Development Area Acquisition List and Confirming the Legal Description for the <br />Airport Economic Development Area <br />Dear President Dieter: <br />Attached for the Common Council's consideration is a proposed resolution which <br />approves an order of the St. Joseph County Area Plan Commission approving a declaratory <br />resolution adopted by the South Bend Redevelopment Commission. <br />This process began when the South Bend Redevelopment Commission (RDC) conducted <br />a study and determined that it is necessary and beneficial to the orderly redevelopment of the <br />Airpo €l Economic Development Area (AEDA) to add various parcels to the AEDA Acquisition <br />List. Additionally, the RDC is seeking to reconfirm the legal description for the AEDA. The <br />declaratory resolution of the RDC was sent to the St. Joseph County Area Plan Commission <br />(APC) for an order approving the RDC's action. The APL's resolution is now submitted to the <br />South Bend City Common Council for its approval. <br />These parcels are in four specific target areas within the AEDA. The areas are targeted to <br />enhance the surrounding businesses and neighborhoods, and in one instance, to partner with an <br />educational facility to further their expansion needs in light of large increases in enrollment. <br />Area 1: Ignition )Park South <br />The entire area north of Indiana Avenue, between Franklin on the east and Prairie on the <br />west, was identified as "weak residential" in the 1995 Rum Village Neighborhood Action <br />Plan, and as tar back as 1971, as the logical southern boundary of the Studebaker Corridor <br />redevelopme�­it area. This area is plagued by vacant lots, empty housing, and substandard <br />commercial and rental units. Staff in the past met twice with the Rum Village <br />Neighborhood Association, which strongly supports the redevelopment of this area. <br />This study area encompasses the west side of Taylor Street as its eastern boundary and <br />Prairie Avenue as the western boundary.
