Attachment A <br />TASK ORDER 03 <br />CSO LTCP GREEN STORMWATER INFRASTRUCTURE <br />MASTER PLAN DEVELOPMENT <br />This Task Order is made this the .Ll day of / ,y-' , 2018, by and between the Board of Public <br />Works, City of South Bend, Indiana ("CLIENT") and Stantec Consulting Services Inc. ("CONSULTANT") <br />pursuant to the terms and conditions set forth in the Master Services Agreement executed between the <br />parties on the 1 Ith day of April, 2017, ("Agreement"), which incorporated this Task Order by reference. <br />I . The CONSULTANT Job Number for this Task Order is 4jk 3 The <br />CONSULTANT Contract Number and Job Number shall be referenced in each invoice submitted by <br />CONSULTANT to CLIENT under this Task Order. <br />CLIENT seeks to develop a master plan for the effective implementation of green stormwater <br />infrastructure within targeted combined sewer overflow (CSO) basins to significantly reduce and/or <br />potentially eliminate CSOs thereby reducing the need for construction of consolidation sewers as part of <br />the CSO Long-term Control Plan (LTCP). Stantec will coordinate closely with its partner firms <br />(American Structurepoint, EmNet, LimnoTech) for the delivery of this project. American Structurepoint <br />will serve as the primary technical lead (TECHNICAL LEAD) for services under this task order. <br />2. The Services performed by CONSULTANT under this Task Order are as follows: <br />Task 3.1: Project Initiation --- CONSULTANT will facilitate a meeting of the project team and invited <br />CLIENT staff to kick off the project and establish a preliminary meeting schedule, project team <br />communication process, and a list of key stakeholders (if any) for the project. TECHNICAL LEAD will <br />lead the discussion of technical issues including vision for green infrastructure, support for green <br />infrastructure, and anticipated obstacles for the project. <br />Client Provided Items <br />None <br />Deliverables: <br />Kick off meeting agenda Project schedule <br />Kick off meeting summary <br />List of key stakeholders (if necessary) <br />Task 3.2: Confirm GSI Design Objectives — CONSULTANT will review previous modeling of the <br />City's sewer system and perform supplemental simulations to determine an acceptable release rate from <br />each of 9 CSO basins targeted for GSI implementation. The acceptable release rate will be the peak rate <br />of discharge that the interceptor system can accept from the basin under design storm conditions without <br />causing a CSO to the river with a specific program of improvements in place. The release rate <br />determined will serve as a target peak flow limit to be achieved through the implementation of specific <br />GSI measures. CONSULTANT will generate flow hydrographs for the trunk sewer in each basin at its <br />connection to the regulator that diverts flow to the interceptor or the CSO outfall. One hydrograph will <br />represent existing conditions; a second hydrograph will establish the target release rate for the basin. <br />Client Provided Items <br />None <br />
