March 15, 2018 <br />City of South Bend <br />Department of Community Investment <br />227 West Jefferson, Suite 1400 South <br />South Bend, IN 46601 <br />Attn: Dave Relos <br />Dear Dave, <br />As per your request, please find our proposal for limited scope architectural and engineering design <br />consultation for the Lafayette Building located at 115 So Lafayette Blvd., South Bend., IN 46601. <br />I. General: <br />This study entails providing limited scope architectural and/or engineering consultation for roof <br />repairs to the Lafayette Building at 115 South Lafayette Street, South Bend, Indiana. The repair <br />will provide a new roof for the building in order to secure the envelope and stabilize the structure <br />for potential development at a future date. This long term plan is future development of this <br />presently vacant building as office or another compatible use. <br />li. Scope of Consultation Services: <br />1. Scope: The Architect and Engineer will provide limited scope architectural & engineering <br />consultation as follows: <br />a. Provide review and comment on the Roofing Contract and scope of work for the Project, <br />submitted by Slatile. <br />b. Be on call to perform site visits to observe field conditions and offers recommendations for <br />repair as necessary, <br />c. The building is a candidate for Preservation Tax Credits through 20% HTC through the <br />National Park Service. Offer recommendations that are consistent with Interior Secretary <br />Standards for Rehabilitation that would retain a path to secure HTCs for future development. <br />d. If structural engineering is required, recommend the. Structural Engineer (Frost) review the <br />conditions and offer engineering support for more involved problems. <br />e. We understand that the specific issue is water deterioration related to the wood joist and deck <br />deterioration at the top of the building. There may be some additional issues uncovered once <br />the existing failed roof is removed and exposed for observation. <br />III. Project Team: <br />Gregory A Kil & Associates, Inc.
