7. Evaluation <br />a) Sample product analysis <br />b) Reference interview and possible sample analysis <br />c) Verification of ingredients. <br />S. Testing <br />a) The City reserves the right to submit samples of the polyphosphate product to an <br />independent laboratory of the City's choice for chemical, biological, and <br />physical analysis and testing. <br />b) Any product which, in the City's opinion, contains hazardous or deleterious <br />substance orfails to comply with these specifications will be disqualified. <br />c) The cost of this analysis and testing will be incurred by the vendor with the <br />understanding that a maximum of ten samples per year will be submitted. <br />d) Guaranteed minimum available phosphate percentage as PO4 is to be Eighty <br />Percent (80%). <br />9. Other evaluation: <br />a) List of data that confirms products effect on (a) copper, (b) sequestration <br />b) List of data that confirms company' experience in other cities and technical <br />support. <br />10. Certified Analysis <br />a) The supplier shall provide a certified chemical analysis of a polyphosphate <br />product sample taken from the production facility from which he proposes to <br />supply the City of South Bend. <br />b) He shall further certify analysis to be representative of the product he proposes <br />to provide the City. <br />11. Performance Requirements <br />a) When applied at a rate yielding not more than four (4) parts of polyphosphate as <br />PO4 to each part of iron and manganese, the product shall be capable of holding <br />iron and manganese in solution far no fewer than five (5) days at seventy (70) <br />degrees Fahrenheit in the presence of one-half milligram per liter (0. S mg/I) free <br />chlorine residual and for no less than twenty-four (24) hours at 140 degree F. <br />b) The City reserves the right to run performance tests once a month. <br />c) Any product which, in the City's opinion, does not meet the specified <br />performance requirements or fails to comply with the specifications will be <br />disqualified. <br />D. COVERAGE <br />1. These specifications cover blends of phosphate compounds used to stabilize or <br />sequester soluble iron and manganese in potable water. <br />
