South Bend Redevelopment Commission
Regular Meeting –March 5, 2010

be able to help Project Impact. Now, you
need to have goals. Once you get goals, you
need a plan for how you are going to achieve
those goals. We as a community have ex-
convicts and felons. What is your goal for
these people when they are in your
community? They are going to be in your
community. I’ll use the example of wildlife.
As you’ve noticed, we have more deer and
skunks and wild animals in our community
than we’ve ever had before. That’s because
we are taking away their habitat. They have
to go somewhere. These people that are
coming out of prison with felonies. A lot of
them have done bad things. That doesn’t
mean they are bad people. They’ve done
something bad. They are trying to get their
lives back on track. If they go out and do
everything that they need to do…they’ve got
goals and a plan to get back on track…what
is the community going to do to help them
get back on track? There needs to be
programs to help them. I’ve seen several
different programs. But you haven’t seen
one like Project Impact. Trust me, you
haven’t seen one. Now I know Project
Impact is here asking for funds. No one, as a
businessman, gives out funds without
checking on their investment. So we ask you
to come to Project Impact and see the impact
that they are making. They’re making an
impact in the community, and without them
you are going to have people coming into
South Bend, Indiana, St. Joseph County, and
they are going to have nowhere to go and
nothing to do. If you have nowhere to go and
nothing to do, trust me, you’re going to go
somewhere and going to do something and
it’s most likely going to be the wrong thing.
Now, what I would like to see a community
do… Now, if you’re like Ralph, a sex
offender, he still needs to be employed to be
7
