<br />day of September, 1926, hereby makes a preliminary order for Sheet asphalt as the
<br />type of pavement with which said street shall be improved and sets the I4th., dal of
<br />September, 1926, when said Board shall either pass on petitions for a change of type
<br />of pavement other than that specified in the preliminary order, wward contract for
