<br />a preliminary order for sheet asphalt as the type of pavement with which said street

<br />Board shall either pass on retitions for changing the type of pavement other than
<br />that specified in the preliminary order, award contract or reject all bids. The
<br />Albert Construction Co., being the lowest bidder is hereby given a preliminary
<br />contract for same at their low bid of 22, 342.98.
