Committeemember Gavin Ferlic made a motion to continue Bill No. 18-03 to the March 26th, 2018 <br /> Common Council meeting. Committeemember Broden seconded the motion which carried <br /> unanimously by a voice vote of four(4) ayes. <br /> Bill No. 18-03- Special Exception for Property 2602 Mishawaka Ave. <br /> Angela Smith, Deputy Director of the Area Plan Commission with offices on the 11 th floor of the <br /> County-City Building, stated,The petitioner is seeking a special exception use to allow for a drive- <br /> thru window in a LB, Local Business District. The building is proposed to be a Biggby Coffee. <br /> The building used to be a bank but the way the ordinance is written they need to seek a special <br /> exception because it is in the lower zoning classification for commercial use. This comes to you <br /> from the Area Board of Zoning Appeals with a favorable recommendation. <br /> Kirk Smith, 325 Enterprise Drive, Breckenridge, MI, stated, This is a pretty straight forward <br /> project. It is the repurposing of a bank with a drive-thru window for Biggby Coffee. It is a great <br /> use and great neighborhood. <br /> Committee Chair Davis then opened the floor to members of the public wishing to speak in favor <br /> of or in opposition to this legislation. <br /> Dan Buckenmeyer,Director of Business Development with offices on the 14th floor of the County- <br /> City Building, stated, I wanted to take the opportunity to share DCI's support behind it. <br /> Committee Chair Davis then turned the floor back to the Committee for further comment or main <br /> motion. <br /> Committeemember Ferlic made a motion to send Bill No. 18-03 to the full Council with a favorable <br /> recommendation. Committeemember Broden seconded the motion which carried unanimously by <br /> a voice vote of four(4) ayes. <br /> With no further business, Committee Chair Davis adjourned the Zoning and Annexation <br /> Committee meeting at 4:55 p.m. <br /> Respectfully Submitted, <br /> Oliver avis, Committee Chair <br /> 4 <br />
