/Yo /?eca1n177," el <br /> TO: CITY CLERK <br /> DATE: NOVEMBER 02,2017 <br /> RE: POLICE INVESTIGATION <br /> SCRAP METAL DEALER/JUNK DEALER/RECYCLING OPERATION LICENSE APPLICATION <br /> In compliance with South Bend City Ordinance Sec.4-51,the Police Department conducted an investigation into the <br /> following applicant: <br /> Joseph F Zurzolo <br /> DOB: 12-22-1963/SSN:xxxx-2128 <br /> 419 Lincoln Way W <br /> South Bend, IN 46601 <br /> Nori Metals <br /> 1420 Walnut <br /> South Bend,IN 46619 <br /> To determine whether to make a recommendation,the Police Department considered the criminal history of the <br /> applicant, if any,and the likelihood that granting the application will endanger the health,safety or welfare of the <br /> public. <br /> I sent a request to the South Bend Police Department Property Nuisance Officer about any reported(real or potential) <br /> problems involving 419 Lincoln Way W(Joseph Zurzolo)and/or 1420 S Walnut. The Property Nuisance Officer, <br /> Officer Lane, reported none existed. <br /> Reviewing Police records for the applicant and business address,the Police Department found that Joseph Zurzolo <br /> is a convicted Felon,active with Indiana State Parole and under supervision by Senior Parole Agent Ashley <br /> Moelich(PH:574-274-3666). <br /> 1 spoke with Agent Moelich on Monday,October 23,2017 at 12:43AM. Agent Moelich said that Mr.Zurzolo plead <br /> guilty for voluntarily manslaughter.he is essentially a convicted murderer. Mr.Zurzolo had spent 18-19 years in <br /> prison for his actions. Agent Moelich has been supervising Mr.Zurzolo for nine months. Mr.Zurzolo has passed his <br /> drug screenings and committed no parole violations as of this report. Mr.Zurzolo's residence at 419 Lincoln Way W <br /> is accurate and well maintained. Agent Moelich said she was surprised to know about this application. She said Mr. <br /> Zurzolo has communicated an interest in business but has never been specific about what type of business. <br /> Using the Indiana DOC website and a public website, Mr.Zurzolo was convicted of voluntary manslaughter in 1998 <br /> out of Lake County(Cause No.45G01-9808-CF-00164). He served 18 years in Westville Prison. He was released in <br /> March 2017.
