Assess how the jurisdiction's use of funds, particularly CDBG, addresses the priorities and <br /> specific objectives identified in the plan, giving special attention to the highest priority <br /> ' activities identified. <br /> During the 2017 program year, Year Three of the 2015-2019 5-year plan,the City of South Bend and the <br /> St.Joseph County Housing Consortium effectively used their Community Development Block Grant <br /> (CDBG), HOME, Shelter Plus Care (SPC), and Emergency Solutions Grant (ESG)funds to undertake a <br /> ' variety of programs, projects and activities designed to address housing and community development <br /> needs throughout the City of South Bend and St.Joseph County. High priority initiatives funded with <br /> 1 CDBG included: <br /> • acquisition/rehab/resale <br /> • acquisition/rehab/rental <br /> • new construction <br /> • owner-occupied housing rehabilitation <br /> • homebuyer assistance <br /> • slum/blight clearance <br /> ' • provision of public safety services <br /> • coordinated entry for homeless populations <br /> • technical assistance <br /> • program administration <br /> • homebuyer counseling <br /> • fair housing activities <br /> • section 106 reviews <br /> • homeless shelter operating costs <br /> • rapid rehousing <br /> • tenant-based rental assistance <br /> tThe accomplishments of the City of South Bend and the St.Joseph County Housing Consortium were <br /> consistent with the consolidated Plan's high-priority community development and housing objectives, <br /> ' and are presented in this report. <br /> CAPER 7 <br /> OMB Control No:2506-0117(exp.06/30/2018) <br />
