<br />A regular meeting of the Board:of Public Works was held on Monday, Dece-mber 4, 1939
<br />at 9:00 A.M. All members were present. Minutes of the previous regular.meeting and of
<br />the special meeting held on November 28, 1939, were read and approved. Claims of the

<br />An excavation bond for J. B. Fleck & Sons as principal and Eagle Indemnity Company
<br />as surety was approved by the Board.
<br />Due to inability to obtain ff.P.A. payrolls, the "oard authorized trahsit,payable ou
<br />of the Special W.P.A. Fund, to Indianapolis for C. E. Williams, December 1 and 2, 1939,
<br />to contact the State W.P.A. Auditor and obtain a release of future payrolls so that the
<br />amount of $6.75 fund due the city from the Trustee can be calculated.
<br />f The engineer reported that a satisfactory arrangement had been worked out on this
<br />trip.
<br />A contract was entered into between the Board of Public "dorks and Alex S. Langel,
<br />Portage Township Trustee for the contribution by the Trustee of $6.75 per man per month
<br />for each man employed on W.P.A. projects sponsored by the city who is taken from the
<br />relief rolls of Portage Township, said contract to begin January 1, 1940 and terminate
<br />December 31, 1940. The contract is as follows:

<br />THIS AGREEMENT entered into this 4th day of December, 1939, by and between the Boar
<br />of Public 01orks and Safety of the municipal city of South Bend, Indiana, for and on be-
<br />half of said municipal City, and hereinafter referred to as Party of the first part, and
<br />Portage Township, St. Joseph County, Indiana, hereinafter referred to as Party of the
<br />second part, WITNESSETH, That:
<br />• �yWHEREAS, the party of the first part is now the sponsor of projects now filed with
<br />the orks ProgressAaministration, and by them approved, and may become sponsor of other
<br />projects not yet approved, which projects contemplate the resurfacing, regraveling and
<br />relaying of certain streets, alleys and sidewalks, the construction and reconstruction
<br />of certain sewers and drainage projects, filing and classifying of records and other pro
<br />jects, in all methods and manner approved or to be approved by the municipal city of
<br />South Bend and the Federal Government, and
<br />WHEREAS, the projects are or will be of such a large character that they can be mad
<br />to furnish employment for a large number of citizens of South Bend and Portage Township,
<br />providing; funds are available to pay the sponsor's share of certain ;projects in the form
<br />• of materials, tools and equipment necessary to induce the Works Progress Administration
<br />of the Federal Government to provide for the payment of the payrolls, and
