Pam explained the requested appropriation <br />was an awarded Department of Justice (DOJ) grant in the amount of $942,000. These dollars <br />are to be used for programming of eligible activities in Weed & Seed areas. The dollars cover <br />activities from 10-1-09 through 9-30-10 in the recently created site #2. Pam provided the Council <br />with a budget narrative (attached) for review. Pam added that currently thee was no federally <br />funded Weed & See program in 2011. Tim Rouse asked why there seemed to be more dollars <br />directed toward weed than seed. Pam said the targeted goal was a 50/50 split. However this <br />appropriation was 57% weed and 43% seed. Henry Davis asked if there were any measureable <br />outcomes. Pam's answer was yes, citing an I.U. in-kind study pointing to many tangible benefits. <br />Henry Davis asked if the outcomes or measures were valid if the outcomes or measures were <br />valid. Pam said the recipients of the programs help the effectiveness of the program by <br />establishing priorities through the Weed & Seed Steering Committee. Tim Rouse asked for a list <br />of steering committee members which Pam supplied (attached) focusing on early intervention to <br />break the cycle of violence seen as a preventable disease. Pam said that while unaware of that <br />resolution they did account for feedback from people in the areas served. Rouse stated he was <br />looking for meaningful measures to assure the effectiveness of the Weed and Seed approach to <br />problems. Henry Davis piggybacked on Rouse's comments saying there needs to be <br />accountability for the money spent. He asked for quarterly progress reports. Pam said the <br />federal government requires quarterly progress reports. These were to be sent to the Council. <br />On a motion by Henry Davis and a second by Ann Puzzello the measure was sent to Council with <br />a favorable recommendation. <br />Bill No. 10-06 and 10-07 Tax Abatement Petitions for Patterson Logistics <br />
