~.,. -.~ ~ i ~ .
~~~~ r~ _
~-m--- UTILITIES COMMITTEE FEBRUARY 8, 20'10
Committee Members Present: Oliver Davis, Chairperson, Ann Puzzello,
Tom LaFountain
Other Council Members Present: Derek D. Dieter, Henry Davis, David Varner,
Tim Rouse, Karen White
Others Present: Gary Gilot, Jack Dillon, Mayor Luecke, Tom Price,
Kathleen Cekanski-Farrand, Rita Kopala
Agenda: Proposed Sewer Increase Overview by City Administration
a. Summary of activity since last rate increase
b. Need for rate increase
c. Short and Long Term Rate Increase Proposals
d. Proposed Timeline
Utilities Chairperson Oliver Davis opened the hearing requested by the administration by
recognizing Mayor Luecke. The Mayor spoke briefly thanking the Council for the opportunity to
lay out where we've been, where we are now in addressing EPA mandates, and where we are
required to be in the future. The Mayor emphasized the City's intent not only to fulfill EPA clean
water standards as required; but to be a model city demonstrating a best in class environmental
stewardship. He spoke of these goals being part of the city's plan for the year 2025. The
challenge, he said, is not knowing what to do; but determining how to get it done and how to pay
for it.
The Mayor then turned to Director of Public Works Gary Gilot who, with the aid of a 29 slide
presentation, addressed the past, present, and the future of care for clean water along with
realistic proposals for funding. The presentation is attached. Brief discussion followed mostly
addressing timelines for proposed projects and rates to support them. Before closing
Chairperson Oliver Davis sought and gained consensus for afollow-up meeting on March 8. The
next meeting is to focus on the needs for the next four years. Costs, assignment of priorities, as
well as rates to support actions would be outlined.
There being no further business to come before the committee at this time, Chairperson Oliver
Davis adjourned the Committee at 5:17 p.m.
"Attachment
