South Bend Central Development Area <br /> <br />(1) continued… <br /> <br /> to the Master Agency Agreement (Two- <br />Way Traffic Plan, Lafayette William <br />Streets) <br /> <br />Mr. Schalliol noted that as part of the master <br />planning for the Coveleski Park project area, <br />traffic circulation has been identified as a <br />problem. The current road network is <br />troubled! Lafayette Street and William <br />Street, the main corridors through the project <br />area, are both one-way and two-way streets. <br />The current intersection layout at Western <br />and Lafayette is less than efficient with <br />confusing striping and awkward signal <br />timing. There are signalized intersections <br />that may not be necessary. It seems a good <br />time in the planning process to do a focused <br />plan for the transportation network in and <br />adjacent to Coveleski Park. <br /> <br />Attached is a proposal from Wightman Petrie <br />to complete an analysis and develop a traffic <br />design for the conversion of Lafayette and <br />William to a two way traffic system. <br />Wightman Petrie was hired by the <br />Commission in Fall 2008 to complete some <br />concept drawings. The attached proposal <br />will expand the concept plan; it also includes <br />intersection traffic counts and modeling, <br />review of equipment, site survey of key <br />intersections and the creation of a design and <br />plan for implementation. All work on this <br />project will be coordinated through <br />Engineering and Community and Economic <br />Development. <br /> <br /> 7 <br /> <br />
