ZIENTARA <br />CoNTROLLLR <br />January 20, 2010 <br />Mr. Derek Dieter <br />President, South Bend Conmlon Council <br />4t3i Floor, County -City Building <br />South Bend, IN 46601 <br />Re: Ordinance Appropriating $2,750,000.00 from Fund #252 for Project Hoosier Safe -T Upgrade <br />Dear President Dieter: <br />Enclosed for filing with the South Bend Common Council is an ordinance appropriating $2,750,000.00 <br />from Excess Welfare Distribution Fund #252 to upgrade South Bend's public safety radio system to 800 megahertz <br />(Mhz). This will improve inter agency communications for disasters, emergencies, and daily operations, and it <br />brings South Bend into compliance with Project Hoosier Safe -T, a state -wide program adopted by St. Joseph County <br />in December 2009, and by many of our neighboring counties. <br />It is important to note that the funds for this significant public safety improvement will be appropriated <br />front Excess Welfare Distribution Fund ( #252). This Fund 9252 is the repository of a one time State of Indiana <br />refund of $2,922,079.00 in unused tax revenues collected in 2008 intended to fund child welfare programs in St. <br />Joseph County. As a condition of returning these monies to the taxing units of origin, the State enacted legislation <br />requiring that the refunded funds be expended solely for public safety purposes. <br />This appropriation will be used specifically (I) to upgrade five Safe -T towers by adding two 800 M1Lz <br />channels per tower, (2) to purchase associated equipment and upgraded software for South Bend's Police and Fire <br />Departments, and (3) to purchase for South Bend's public safety officers three hundred sixty (360) in- vehicle mobile <br />radios and four bundred five (405) portable radios. The total expenditure reflects a significant competitive discount <br />offered by the Motorola Company because of participation . by the three local govenunent units, St, Joseph County, <br />City of South Bend and City of Mishawaka. <br />I will present this ordinance to the Council at its appropriate committee meeting on February 8, 2010 and at <br />its public hearing.
