Ms. Meyer explained that HUD <br />required funds intended for a service provider, in this case Madison Center, had to be funneled <br />through the City and appropriated by the Council. The City functions as a conduit. These funds <br />totaling $168,492 would cover Shelter Plus Programs through July 2010. Councilmember Oliver <br />Davis asked if the city could collect an administrative for this service. Ms. Meyer said no. <br />Councilmember Rouse said these were good programs serving both the needs of the mentally <br />challenged and Madison Center. Subsequently on a motion by Councilmember Puzzello <br />seconded by Councilmember White and supported by all the bill was sent to full Council with a <br />favorable recommendation. <br />Bil{ No. 10-02 -Personal Property Tax Abatement for Endeavor Machine <br />Chairperson Rouse called upon Bob Mathia of the Economic Development Department to report <br />on the application for abatement. Bob reported that Endeavor Machine, astar-up at 850 Marietta <br />was purchasing machining equipment at a cost of $437,500. A total of five new jobs would result. <br />Bob further stated all criteria in the petition had been met for five-year personal property <br />abatement. Both Jim Duszynski, President of Endeavor and Terry Sulick also of Endeavor were <br />present to answer questions. Councilmember Rouse welcomed the new business to town <br />stressing the welcome mat and spirit of cooperation the city extends to entrepreneurs. <br />Councilmember White motioned a favorable recommendation to Council, seconded by <br />Councilmember Puzzello. All supported. <br />
