'v H 1 <br />In the matter of Track Llevaton salaries, the beginning of present <br />Track Elevation at Western Avenue was begun in July, 1933. The City Engin <br />eer and Clerk of the Board of Works prepared the original application <br />which ras presented to the State Department for funds to separate <br />the grade at WesternAvenueand New- York Central R. R. The persistent <br />and insistent efforts of t'ne 1=ayor, hngineer and the Administration <br />was kept up until the many objections to the project were overcome. <br />In De6em6r, 1999, ;b6 Kit4vlr 1118WI MMI8W frilly+ rie irlag tho mam <br />of Public Works and the City Administration that the project had been <br />appioved by tl-B Federal government and that the money for the con- <br />struction of the grade separation had beeWallovved. <br />Then the question of grade, sewers, clearance etc. , came up and con- <br />siderable more enpineering work had to be done on the project. These <br />objections were finally solved and the contz- ct was ready for bids in <br />June 1934. <br />bids were received and contract awarded in July 1934 and actual construct- <br />ion work started in August 1934. <br />In view of the -results accom-oli shed, the Board on September 4th. , 1934, <br />after construction of the project was assured, then took up the matter <br />of paying the City engineer and Clerk of the Board of Public Forks <br />at least part of -t.e salary set up in the law, which would be paid out <br />of Track Lle va tion funds. <br />The Board felt that in view of the results which had been accomplished, <br />City Lngineer Willi�zr, S. Moore and Clerk cf the Board, Hazel A. Turner, <br />should be allowed full track elevation salaries for the entire year <br />of 1934. The Board of Public Works felt that it was the judge of what <br />should be paid. Later, on December 8th. , at a Cabinet meeting, some <br />one of the Cabinet objected to the amount paid. In view of the objection <br />a compromise was made and tr. Iv=oore was given - services and <br />2,500.00 for <br />expenses paid by him and has asked to return the excess, which he has <br />done. %.iss 'Turner was allowed '$600.00 and was asked to return the balance. <br />She asked time to consider this ouestion. Today she reported that she <br />would not return any portion of the salary allow: ed her. <br />The Board is now of the opinion that no salary for track elevation shall be <br />paid either 1 r. Yoore or Yliss Turner for the month of December 1934. <br />The Board, hereby, states, that it was at the time the said payments were <br />made to 1-r. I oore, and that no member of the Board has ever made <br />any statement that either I=iss Turner or Mr. Moore had procurred the <br />Boards' signature to said claims through fraud or misrepresentation.
