' CR-30 - Public Housing 91.220(h); 91.320(j) <br /> ' Actions taken to address the needs of public housing <br /> The Housing Authority of South Bend (HASB) continued to provide the residents of South Bend high <br /> ' quality services, despite challenges related to being labeled as "troubled" by HUD. HASB successes in <br /> 2016 included 95 -98%occupancy rate in its public housing program and a 100% utilization rate in the <br /> ' 2,000+ Housing Choice Vouchers it administers. <br /> The HASB has a Board approved annual budget for 2017. HASB is also current with all HUD required <br /> ' financial submissions. In addition, in 2016 the HASB earned an exemption from a HUD physical <br /> inspection by scoring 80%on its physical inspections. <br /> ' The HASB played a significant role in the reduction of homelessness in South Bend by assisting 107 <br /> Veterans Affairs Supportive Housing (VASH) families in its rolls in the HCV Program.The Public Housing <br /> ' Program (PH) has 814 units and is consistently 95%+ leased. Three single-family homes were added to <br /> the inventory of its public housing stock in high-income census tracks, thereby assisting the City in <br /> promoting diversification in housing. <br /> 1 Actions taken to encourage public housing residents to become more involved in <br /> management and participate in homeownership <br /> The local Housing Authority participates in the Family Self-Sufficiency Program (FSS). The FSS program is <br /> a voluntary program for Section 8 participants. For the past 13 years, residents of public housing have <br /> participated in a similar program that combines the Public Housing Authority Section 32 Program with <br /> an Indiana State program of Individual Development Accounts (IDAs). The Section 8 Program requires <br /> that the head of household enter a five-year contract with the PHA, during which time the family <br /> receives supportive services through a case worker, with the goal of eventually not needing public <br /> assistance. Any rent increases a participant pays due to increased income earnings are placed in an <br /> ' interest-bearing escrow account.The participant receives those funds when they complete their <br /> contract.The money from the escrow account can be used for a down payment on a home, educational, <br /> or medical expenses. <br /> There are currently no families participating in the Public Housing Homeownership Program at the HASB <br /> 1 (now referred to as Section 32). <br /> ' Actions taken to provide assistance to troubled PHAs <br /> The HASB during 2016 was rated as a troubled Public Housing Authority (PHA). Currently,the HASB is <br /> ' waiting the scoring of its 2016 audited Financial Assessment Submission as well its Management <br /> Assessment (directly tied to the Financial Assessment).The HASB currently has 40 out of 50 points in the <br /> Public Housing Assessment System's 100 point scoring system and with 50 points remaining on the <br /> CAPER 19 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
