r <br /> 1 <br /> r Assess how the jurisdiction's use of funds, particularly CDBG, addresses the priorities and <br /> specific objectives identified in the plan, giving special attention to the highest priority <br /> activities identified. <br /> During the 2016 program year, Year Two of the 2015-2019 5-year plan, the City of South Bend and the <br /> St.Joseph County Housing Consortium effectively used their Community Development Block Grant <br /> (CDBG), HOME, Shelter Plus Care (SPC), and Emergency Solutions Grant (ESG)funds to undertake a <br /> variety of programs, projects and activities designed to address housing and community development <br /> rneeds throughout the City of South Bend and St.Joseph County. High priority initiatives funded with <br /> CDBG included acquisition/rehab/resale, owner-occupied housing rehabilitation, homebuyer assistance, <br /> ' slum/blight clearance, provision of public safety services, and technical assistance.
