I would appreciate your conveying my concerns to members of the Area Plan Commission. <br /> I am an urban planner, with a Master's degree in Urban Planning. I worked for the APC, the South Bend Redevelopment <br /> Commission and SB Community Development for many years, so I know something about zoning and its impact. <br /> In 2014, the South Bend City Council adopted a Commercial Corridor Plan for Lincolnway West, that included residential <br /> breaks along the corridor of commercial properties. The property in question is one of the residential breaks.The reason <br /> for including the breaks was to create a more resident-friendly neighborhood. <br /> To rezone one property in this corridor against the concept of that plan is indicative of spot zoning, that is, zoning one <br /> piece of property to benefit an individual owner rather than to benefit the community. <br /> In addition, i am sure you are aware that the property has been purchased at a cost well in excess of its actual value by <br /> an organization opposed to the interests of the current adjacent property owner. While of course they have the right to <br /> purchase (although not the right to use it as a clinic under the current zoning), there is no question based on past <br /> history, that the residents of this neighborhood will suffer disturbances from protesters, which will surely cause distress <br /> to the people who live there, and will create traffic congestion and distraction on Lincolnway West. <br /> I urge you to reject this re-zoning petition. <br /> Thank you for your consideration. <br /> Marzy Bauer <br /> 1426 Wayne Street, South Bend, IN <br /> Marzy Bauer <br /> marzytbauer @gmail.com <br /> 1 <br />
