IGNITION PARK TECHNOLOGY AREA PROJECT APPROACH CITY OF SOUTH BEND, INDIANA PROJECT UNDERSTANDING FEBRUARY 1, 2010 The Lakota Group Team has developed the following project work scope for creating an Area Land Use Planning and Zoning Strategy for Ignition Park in South Bend, Indiana. Our understanding is the City's and Tech Park's goals and needs are to develop a first class nanotechnology business and research district, and with that the necessary regulations, planning, design and zoning mechanisms that can be plugged into the City Redevelopment Area needed to ensure its viability. In order to achieve these economic development goals and maximize marketing potential for Ignition Park a greater study context should be considered, which includes a slightly larger neighborhood area. Figure A (attached) highlights the project Study Area (blue) for what is defined as the Ignition Park Technology Area (IPTA), which includes many related key catalytic sites and opportunities. The following proposal further illustrates the process/ approach in three phases. Study Areas The Lakota Group Team understands that the Ignition Park Technology Area is generally defined and bounded by the following streets: ❑ Walnut Street on the west ❑ Calvert/Bruce Streets on the south ❑ Michigan Street on the east ❑ Railroad tracks on the north This Area generally includes the following uses, which will be part of the study and zoning strategy: ❑ Existing surrounding industrial uses ❑ New light industrial park off Chapin ❑ South Bend Municipal Services Campus o Police Station o Fire Station • Public Works Facility • Jail ❑ City Transportation Center ❑ Ivy Tech Community College Educational Campus (important adjacent use) ❑ Mixed Single - Family /Multi- Family neighborhoods ❑ Ancillary neighborhood support retail /commercial and service ❑ Major corridors located within the Study- Area: • Sample Street • Chapin Street /Prairie Avenue o Indiana Avenue o Main Street /Lafayette Boulevard
