REGULAR MEETING October 9, 2017 <br /> Be it remembered that the Common Council of the City of South Bend, Indiana met in the <br /> Council Chambers of the County-City Building on Monday October 9th, 2017 at 7:00 p.m. The <br /> meeting was called to order by Council President Tim Scott and the Invocation was given by <br /> Douglas Sparks, Bishop of the Episcopal Diocese of Northern Indiana, and Pledge to the Flag <br /> was given. <br /> ROLL CALL <br /> COUNCIL MEMBERS: <br /> Tim Scott 1St District, President <br /> Regina Williams-Preston 2"a District <br /> Randy Kelly 3rd District <br /> Jo M. Broden 4th District <br /> Dr. David Varner 5th District <br /> Oliver J. Davis 6th District, Vice President <br /> John Voorde At-Large <br /> Gavin Ferlic At-Large, Chairperson Committee of the Whole <br /> Karen L. White At-Large <br /> OTHERS PRESENT: <br /> Kareemah Fowler City Clerk <br /> Jennifer Coffman Chief Deputy Clerk <br /> Alkeyna Aldridge Deputy Clerk <br /> Graham Sparks Clerk Executive Assistant <br /> Bob Palmer Council Attorney <br /> REPORT FROM THE SUB-COMMITTEE ON MINUTES <br /> Councilmember Gavin Ferlic made a motion that the minutes of the September 25th, 2017 <br /> meeting of the Council be accepted and placed on file. Councilmember Karen White seconded <br /> the motion which carried by a voice vote of nine (9) ayes. <br /> SPECIAL BUSINESS <br /> BILL NO. <br /> 11-17 A SPECIAL PROCLAMATION OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, PUBLICLY RECOGNIZING <br /> THE 100 YEAR ANNIVERSARY OF THE <br /> HISTORIC SANCTUARY AT 310 W. MONROE <br /> ST AS THE SITE OF THE FIRST AFRICAN- <br /> AMERICAN CHURCH IN SOUTH BEND <br /> Councilmember Regina Williams-Preston, 838 North Elmer Street, South Bend, IN, as well as <br /> Councilmember Oliver Davis, 1801 Nash Street, South Bend, IN, served as the presenters of this <br /> bill. Councilmember Williams-Preston stated, I just am so excited tonight to be able to recognize <br /> and honor an important historic celebration of the roots of the first black church in South Bend. <br /> She then asked the other participants in the presentation to join her and Councilmember Davis at <br /> the podium. Councilmembers Williams-Preston and Davis read to the Council and public the <br /> respective portions of the resolution's text. Councilmember Williams-Preston stated, We have a <br /> 1 <br />
