Councilmember Karen White seconded <br /> the motion which carried by a voice vote of nine (9) ayes. <br /> SPECIAL BUSINESS <br /> BILL NO. <br /> 11-17 A SPECIAL PROCLAMATION OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, PUBLICLY RECOGNIZING <br /> THE 100 YEAR ANNIVERSARY OF THE <br /> HISTORIC SANCTUARY AT 310 W. MONROE <br /> ST AS THE SITE OF THE FIRST AFRICAN- <br /> AMERICAN CHURCH IN SOUTH BEND <br /> Councilmember Regina Williams-Preston, 838 North Elmer Street, South Bend, IN, as well as <br /> Councilmember Oliver Davis, 1801 Nash Street, South Bend, IN, served as the presenters of this <br /> bill. Councilmember Williams-Preston stated, I just am so excited tonight to be able to recognize <br /> and honor an important historic celebration of the roots of the first black church in South Bend. <br /> She then asked the other participants in the presentation to join her and Councilmember Davis at <br /> the podium.
