M., said contract will be finally considered, at the office of the Board in the City Hall in said City of South Bend, at Y ich time, a public hear ing shall be had and. any an d all tax payers in said city may appear and f ile protest against any and all of the provisions of said contract. It is further orders that; said James H. Whitmarsh shall, at his own expense, cause the full and complete teigt of said contract to be published as required by law.
