Joseph and State of Indiana, <br />by and through its Board of Public Works, party of the first part, and Burns and <br />IvEcDonnell of Kansas City, 11issouri, and lv`! S. 1,11oore of South Bend, Indiana, parties <br />of the second part, '.�'ITNIESSETH : <br />That whereas the said first perty desires to have a competent inves- <br />tigation end study of the pollution of the St. Joseph River, in and about the City <br />of South Bend, together with recommendations for a comprehensive and adequate plan <br />for the construction of interceptors and a sewage treatment plant, and <br />andYTheroas said second parties are desirous of -r-erforming such services a <br />. work , <br />No, therefore, said second parties agree that they will make such <br />investigation and study and. make report to said first party concerning; said pro jedt. <br />in the fo ll(ving details: <br />I. Estimate of future popolation, density -of pollulation and distribu <br />tion. of pobulation, to be shown btT charts and set up analytically in a form to be <br />readily used for the problem at hand and for future use. <br />2. Investigate of municipal water pumpa ge, i nd ustrial water pumpa ge <br />and infilteration, as data and an indirect means of determining rates and variabil- <br />ity of sewage flow -with m r capita discharge from the individual. districts. <br />3. .A study of mercantile, industrial and residential developement <br />and. distribution present and. future. <br />4. Supervisejt-he i:hstallation of measuring; devices in out -fall sewers <br />to measure sewap•e flow from the various districts and make accurate computation <br />with tabulations showing quantities and variations of such flow. <br />5. CYO racteristics and volume of flow in St. Joseph River, with <br />special consideration given to low fl(Nis and f1_ood heights. <br />6. Condition of Wit. Joseph River as affected by present and probable <br />future pollution from sources other than the sani tart serer system of South Bend, <br />and. the .effect of such pollution on the reasonable and probable uses of the streams <br />7. Upke necessar7,r survets to establish the most practicable and econ <br />onical location --f intercepting seviers, shwoing plans, profiles and hydraulic <br />gradients of such proposed interceptors in relation to out -fall sewers and the <br />proposed treatment works. <br />8. Analyse available plant sites and. confer with the Board of Vor.ks <br />and the City Lngineeririg Department as to the practicability of sites for sewage <br />treatment. <br />" <br />9. 11,ake tentative lay -outs of treatment works in sufficient detail <br />to show operating methods and general arrangements of the several divis ions and <br />processes. <br />10. I'dake complete estimate of construction costs of intercepting <br />sever and treatment works construction, giving capacities for which each is designe <br />with unit and per capita costs. <br />II. Shop; estimated annual expense of operation for each division of <br />the treatment works as a means ,f comparing- types of plants in relation to totial <br />annua 1 c harg es. <br />12. 1"eke a comprehensive study of the territory which &ould be em- <br />braced in thetreatment district with special reference is to whether the City of <br />1isha_waka s'-,ould be included in the district. <br />13. Deliver to the City formal report embodying data and results <br />as above set out and including plans, drawings and profiles of proposed structures <br />with m ceo=ndations as to type -and methods of construction, and means of financings <br />to enable the City to be able to determine upon the m-st feasible procedure to <br />acquire and. construct interceptors and v- orks to prevent gross pollution of the St. <br />Joseph River in the interest of public health and welfare. <br />14. Fumish any and all improtant and necessary data in connection <br />with comprehensive study of sewage d isrnosals matters no specifically mentioned herei <br />a Bove . <br />I5. The second parties are to furbish the City six (6) typewritten <br />copies of the full report, neatly bound, this report to contain all recommendat ions, <br />together with necessary supporting data, including such maps, profiles, diagrams, <br />tabulations and other illustrative matter as is necessary to .clarify the text. <br />In the p rosecuti -n of said works, it is expressly understood and <br />agreed that saod sedond parties shall furnish all labor and material necessary to <br />fully and crmpletely perform the services as above outlined andteat the said first <br />part'j's sole and only duty in llh e premises shall be to have it's Engineering Depart- <br />ment furnish information and records of existing out fail sewers and other pertinent <br />data now in the files of the different departments of said first party. <br />• <br />L� <br />• <br />• <br />�J <br />• <br />0 <br />
