5~j~ <br />~~~~~ PUBLIC WORKS AND PROPERTY VACATION COMMITTEE January 11, 2010 <br />David Varner, Chairperson, Public Works and Property Vacation Committee called the meeting to <br />order at 4:00 p.m. <br />Committee Members Present: Tom LaFountain, Timothy Rouse, Henry Davis <br />Other Councilmember's Present: Derek Dieter, Oliver Davis, Ann Puzzello, Karen White <br />Other's Present: Gary Gilot, Phil Byrd, Jeff Vitton, Kathleen Cekanski-Farrand, John Voorde <br />Agenda: Bill No. 100-09 Vacate Portion of Kalorama Street from Hill Street to the First <br />North South Alley <br />Bill No. 101-09 Alley Vacation -First East/West Alley South of Washington Street from <br />Taylor Street to the First North/South Alley <br />Bill No. 100-09 <br />Chairman Varner introduced Jeff Vitton from Community & Economic Development to make the <br />presentation. Jeff said this plan to consolidate properties for replat into buildable lots was part of <br />a continuing effort by the City to implement the neighborhood development plan in the area. The <br />plan called for new in-fill housing. Gary Gilot reported approval from all city departments. Phil <br />Byrd from S.B. Heritage, the administrative arm of NNRO was present to answer questions. <br />Councilmember Henry Davis wondered why neighborhood redevelopment efforts always seem to <br />move faster and be better funded in the northeast part of the city. Jeff Vitton said a variety of <br />factors came into play. Among influences were Notre Dame's involvement, available financial <br />resources, and sophistication of neighborhood groups. Vitton did allude to a large federal grant <br />soon to be awarded which would boost similar efforts in other neighborhoods. Phil Byrd said the <br />targeted approach was more likely to have lasting impact than a shotgun approach. Dave Varner <br />urged the City to market areas to private developers. Gary Gilot cited examples of where that <br />has been done. Karen White said in some neighborhoods the city has to play a greater rote. Tim <br />Rouse reminded everyone the successes of the northeast side didn't happen overnight but were <br />the result of a 10 year process. Councilmember Rouse motioned the bill go favorably. <br />Councilmember LaFountain seconded and all affirmed. <br />Bill No. 101-09 <br />Chairman Varner read a request that the public hearing on this bill be continued until January 25, <br />2010. <br />There being no further business to come before the Council at this time, Chairperson Varner <br />adjourned the meeting at 4:20 p.m. <br />Respectfully Submitted, <br />David Varner, Chairperson <br />Public Works and Property Vacation Committee <br />
