"if the engineering study indicates that the traffic control signal is no longer justified, and a <br />decision is made to remove the signal, removal should be accomplished using the following <br />steps: <br />A. Determine the appropriate traffic control to be used after removal of the signal. <br />B. Remove any sight -distance restrictions as necessary. <br />C. Inform the public of the removal study. <br />D. Flash or cover the signal heads for a minimum of 90 days, and install the appropriate <br />stop control or other traffic control devices. <br />E. Remove the signal if the engineering data collected during the removal study period <br />confirms that the signal is no longer needed." <br />In line with MUTCD, the Board of Public Works approved that the signal at LaPorte <br />Avenue and Colfax Avenue be converted to all red flash for a period of at least 90 days <br />for study. During this 90 period, the city hosted a public engagement meeting to discuss <br />the two-way conversion of Colfax and the removal of the signals. There were no issues <br />brought up during that meeting. At the end of the 90 days, the City reviewed public input, <br />traffic safety, and other considerations. In review of the accident history, there was one <br />accident with no injuries during the 90 day period at this intersection for failure to yield <br />right of way. In the previous year and half there were there three accidents with multiple <br />injuries reported. It is my recommendation that the Board of Public Works make this a <br />permanent all -way stop traffic control measure. <br />We deliver services that ernpawer everyone to thrive!! <br />
